Everything can be calculated quite easily using laminate theory and quasi static bendingof beams. Choosing is the harder part and in the end comes down to experience and testing. You could do some bending tests on different commercial skis in different areas, and then from there create your own hypo...

Depends on the manufacturer I guess. There is a factory video by Mervin where they showed the tool they use to add their Magnetraction. Had a similar oupsie last year on my snowboard where the collet of the router wasn't tightened enough. was smaller but along the sidewalls. filled it with epoxy microballoons and didn't run into any issues.

Just fill it with epoxy/microballoon mix or bond an offcut of the core back on. No biggie

I just finished a pair of super light freetouring skis with balsa in the center and rohacell in tip and tail. The loading should be less there, but the shear loading is big as the core is so thin. I honestly don't know if they will hold up but i will let you know. planned on writing something about ...

This comes down to internal crack propagation. Really for a ski application where you have thin cores that will absorb a lot of resin this is a no-issue. the worst about it is the machinability which depending on your machinery can vary from impossible to a pain in the ass. I do agree with mammuth that it is probably fine, but i personally would just route out a small pocket and bond in some poplar locally just to be on the safe side.
