Cracked veneer topsheet

Hi, my friend pull out binding. First I thought it is just cracked veneer but I just found out it is also Flax/CF layer cracked. This is paulownia core with no special reinforcement. Just extra layer of FG. It is actually only one pair I made without hardwood reinforcement under the binding. I think this must happened while ago and the moisture get in and the bindindg screws eventualy come loose at the and of season. I probably will dig deeper in to see what is te damage.
Anyone idea how to fix this?

What Im thinking right now is to glue some inserts in (probably in all holes even the good ones on both skis) and overlay this crack with another layer of carbon. (or flax?)

I have drilled new holes and I put in metal inserts with epoxy. I still using it.
