dips in the base along the edges

I notice on some boards that I see, the base has little dips right along the edge over the steel teeth on the ptex base. Does anyone know what causes this and how to fix it?
Could it be too hot or too much recess in the core, too much pressure or not not enough resin around the teeth? It looks like they were pressing the 180 degree range
